Bar goes silent despite notes displayed

I've got a song where a part between two parts that act "normal" has
no output.

I am going midi out to SSD 4. On the measure that has gone silent (which worked prior to changing drummers on a following measure) the notes are displayed, but only a crash is going to midi apparently; and the drummer animation reflects that.

So I can "hit" the drums in the drummer animation and they play, while the bar is playing back - but the notes displayed in the bar are doing nothing.

Recompose = no change.
Different drummer, style = no change.

I had been changing the previous measure to 12/8, then went back to 4/4 - so it's not just a 4/4 to 4/4 to 4/4 arrangement of parts, but I suppose I somehow "confused" it maybe?

This seems to happen periodically. Modify something in another bar, and the bar before/after doesn't want to playback, despite notes showing.

Right before this happened, when the measure was still working, the first beat wasn't playing - the kick drum square/note was pink (not Xed out)?

Just tried excising the one part; now none of the parts after that measure work, no notes are being "produced" on the editor grid???

UHhrgh.

Each part is just one bar one rep. Except for part C, I've made it 4 bars.

Watching the bar counter go by, it goes

19 (part a)
20 (part b) (goes silent)
21 (part C, 4 bars) (silent still )

then,
the counter goes backwards to 20 instead of incrementing to 22, and makes
sound, then proceeds as if it's been rewound...?

I've gotten it to work by changing the ts to 9/8, then back to 4/4....?

It's like that measure was stuck in 12/8 even though it said 4/4?

(I didn't change anything in Reaper the whole time)

This was caused by the time sig changes. Next time this happens, double-click the offending part in the song sheet and make sure it shows the now correct time signature.
