I often use a Max4Live device that randomises MIDI timing but I have only been using values about half those in the quote. Time to turn it up!Each time his hand hits the drum, his beat falls ahead or behind the metronome by 10 to 20 milliseconds. On average, he anticipates the beat, and plays ahead of it, 16 milliseconds ahead

The more interesting aspect, IMHO, is the fact that it's not really random, but that a player will use the same offset for (x) amount of time, then switch to a different offset.

I think that using JS Bach, which is typically pretty rigid in practice, is a curious choice for this demonstration...
