Curser over grid late a half beat during playback

The curser that moves left to right over the grid during playback is about a half beat behind. How do I make it sync in time? Thanks

What is your latency and host?

Host is Reaper 4.xx on a Win7 64 machine I5 750 with 8 gig.

What is best way to measure latency?

Look at the ASIO settings in the REAPER preferences.

Checked and found it is set to 128 samples. I changed it to 64 (lowest it will go) and still have the late curser.

Reaper 64 is v4.01

If you hit Record instead of Play in REAPER, does it synch then?

No, it is alway a half beat behind.

Is the beat counter of JS also behind the host?

Yes it is behind 1/2 beat also. Tried playback and record.
