Clear cache and rescan didn't work, but got it. There were two folders; X86 and regular (both had the izotope vst). Just pointed it to the non-X86 vst folder where ...

Changed options in Reaper to actually see path to VSTs. One of them is programfiles/steinberg/vstplugins folder. In Reaper, there is only one VST there, iZotope ...
